Where is my refund?

According to dagenham motors across the road, Fortnums have a notice
saying closed for re-ferbishment, Lloyds finance say they are in
administration, companies house have no posting at all, they owe me
£450 for miss sold breakdown cover, RTI that i never asked for and
other issues, Ian Davison the director sent me a letter saying he
would refund me, where is the rat now?
